Congress Averts Higher Tax Bill for Middle Class

WASHINGTON ? Congress on Wednesday gave final approval to a plan that will spare millions of middle-class taxpayers higher taxes in the coming months. The White House welcomed the development and said President Bush would sign the bill.
The tax reprieve postpones for one year only an expansion of the alternative minimum tax, a parallel tax system enacted in 1969 to prevent very wealthy investors from using deductions and tax shelters to avoid paying income tax altogether. The alternative tax has ensnared a growing number of middle-class Americans in recent years because the 1969 law was not indexed to inflation.
Without the fix by Congress, some 25 million filers would have to pay the tax on their 2007 income, up from 4 million who paid it this year, according to the White House.
The Bush administration took a swipe at Congress, saying that the late action by lawmakers might still cause delayed refunds for up to 38 million filers.

DETROIT: The Bush administration said Wednesday night that it would deny Californias bid to set stricter vehicle emissions standards than federal law required as part of the states efforts to fight climate change.
Stephen Johnson, the administrator of the Environmental Protection Agency, said he planned to deny the states application for a waiver from federal law that the state had sought more than two years ago.
"The Bush administration is moving forward with a clear national solution ? not a confusing patchwork of state rules," Johnson told reporters on a conference call. "I believe this is a better approach than if individual states were to act alone."
The E.P.As decision was a victory for the American auto companies, and came just hours after President George W. Bush signed legislation that will raise fuel economy standards by 40 percent to 35 miles a gallon in 2020.

It is not the photographer who is devious, but the nature of the snapshot itself, which isolates and freezes action, disconnecting it from context and sequence. Photographs seduce us into believing that they are objective records, but, in fact, all images are interpretations, texts that must be read.
What every photographer captures is of the moment and beyond it, random and in odd ways determined, fixed yet always changing. Amateurs and professionals alike bring to the camera a life immersed in images. When one of their pictures becomes a cultural icon, it is because it is original but also commonplace, unique and yet somehow familiar. The best photographs inform and move us. They allow us to enter a frozen instant of time and somehow make it our own.

Starting with a view of the imposing South Massif, scrolling the panorama to the right will reveal Schmitt and the lunar rover at the edge of Shorty Crater, near the spot where geologist Schmitt discovered orange lunar soil. The Apollo 17 crew returned with 110 kilograms of rock and soil samples, more than was returned from any of the other lunar landing sites. Now thirty five years later, Cernan and Schmitt are still the last to walk on the Moon.

The Christmas card was dated Dec. 23, 1914, and mailed to Ethel Martin of Oberlin, apparently from her cousins in Alma, Neb.
Ethel Martin is deceased, but Schultz said the post office wanted to get the card to a relative.
Thats how the 93-year-old relic ended up with Bernice Martin, Ethels sister-in-law. She said she believed the card had been found somewhere in Illinois.
The card was placed inside another envelope with modern postage for the trip to Oberlin ? the one-cent postage of the early 20th century wouldnt have covered it, Martin said.
"We dont know much about it," she said. "But wherever they kept it, it was in perfect shape."

A new battery that goes on sale next year can be fully recharged in five minutes and has a lifespan of more than 10 years.
Toshiba hopes the SCiB will be used in battery-powered bicycles, motorcycles, electric forklift trucks and construction machinery, all of which already use rechargeable batteries, Watanabe said.
It also sees potential for their use in petrol-electric hybrid cars, pure electric vehicles and mobile telephones.

Oh dear. When the game haters of the world hear about this one, theres going to be a field day to rival the Romans reveling over bloody crucifixions. Apparently on December 6th, 7 year old Zoe Garcia was being watched by her older sister Heather Trujillo, 16 and her boyfriend Lamar Roberts, 17. After some drinking, the two teens decided to act out the game Mortal Kombat and decided to get Zoe in on the action.
According to Heather, they were hitting and kicking Zoe while acting out the game and even dropped her on her side, breaking her wrist in the process. Roberts, who claimed to be a martial arts expert, says that Zoe asked him to stop hitting her but due to his state of intoxication he did not comply. He performed a back kick on the child, which she did not get up from. The teens tried to revive her several times and did not succeed. The cause of death was later named as "blunt force trauma" to her brain and central nervous system.

Flaigs long search for his birth mother ended in early October when he learned that she was the woman he previously knew only as Chris, the head cashier at a Lowes home-improvement store just outside Grand Rapids, in Kent Countys Plainfield Township.
"I would walk by her, look at her from a distance, not knowing how to approach her," Flaig, 22, told The Grand Rapids Press for a story published Wednesday. "You dont come stocked with information on how to deal with this."
When Lowes Cos. hired Christine Tallady to work at the store last April, she had no idea that the young delivery driver to whom she was introduced was her son.

IC443 is a beautiful supernova remnant in the constellation Gemini, produced by a supernova explosion thought to have occurred about 30,000 years ago. X-ray emissions are produced by a neutron star hidden deep within the nebula, which is all that remains of the original star. The neutron star is highly dense and rapidly rotating, representing the end stage of a star with between 1.4 and 3 solar masses. In addition to hydrogen, the nebula is comprised of other more complex elements such as oxygen, silicon, carbon, and iron, which were created during the stars lifetime through nuclear fusion . These elements may someday become part of a solar system that could support life.

An American mans attempts to cure an irritating skin condition backfired when his face turned blue.
Fair-skinned Paul Karason developed dermatitis as a result of stress 14 years ago and decided to treat it using silver extract.

The substance is usually consumed orally but Mr Karason also decided to rub it into his peeling skin to accelerate the effects.
According to the 57-year-old, the effect began so gradually that neither he nor he friends noticed the change at first.
He told US television that he is now so embarrassed about his condition that he has moved states and seeks to avoid public places.
Proponents say that colloidal silver, the substance Mr Karason says is responsible for his changing hue, can help boost the immune system and help prevent diseases. It has even been touted as a treatment for AIDS and cancer.
However, the US Food and Drug Administration has rejected most of these claims.

A powerful jet of particles from a "supermassive" black hole has been seen blasting a nearby galaxy, according to the US space agency (Nasa).
Galaxies have been seen colliding before, but this form of galactic violence is rarely witnessed by astronomers.
The jet could have a profound effect on any planets in the jets path and could also trigger a burst of star formation.

Man Yells Heil Hitler, Head-Butts, Kicks American for Speaking English in Germany McDonalds

The attacker confronted the 54-year-old American for speaking in English with a woman at a McDonalds restaurant in Gelsenkirchen, in the industrial Ruhr region, police said.
The man demanded to know why the two were not speaking German. The woman said her friend did not speak German well, and the American asked, "Whats your problem?"
Police said the assailant then said: "We are in Germany. German is spoken here," before shouting "Heil Hitler" and raising his right arm. The Hitler salute is illegal in Germany.
The American, who was not identified, threatened to call police. As he reached for his cell phone, police said, the stranger head-butted him, and he fell to the floor. The assailant then repeatedly kicked his left ankle.
The attacker fled and the American was taken to a hospital for treatment, police said.
